North San Pedro Road / Merrydale Road

The interchange at North San Pedro Road/Merrydale Road is in the city of San Rafael. Drivers use this interchange to get to neighborhoods in Los Ranchitos and Santa Venetia, the Marin County Civic Center, and China Camp State Park. TAM’s study found several features at the interchange that could be improved, such as the short acceleration-and-merge lengths for on-ramps, shoulder widths that do not meet the current standard, and pedestrian paths that don’t meet Americans with Disabilities Act (ADA) requirements. These and other limitations are described in the Existing Conditions, Constraints, and Opportunities Report below.

Interchange Improvements

TAM proposes several improvements for the interchange, ranging from moving bus stops and adding new traffic signals, to realigning on- and off-ramps and installing roundabouts to improve the flow of traffic and increase safety for all users. To gain an important understanding of the interchange area, the study examined the following:

  • Existing Infrastructure
  • Transit Routes and Intermodal Connectivity
  • Weekday AM & PM Peak Period Congestion
  • Crash Type and Severity
  • Environmental Constraints

Many of the study’s recommended changes will make the interchange easier to use for drivers, bicyclists, pedestrians, and people using public transit. The proposals will also increase safety at the interchanges and on surrounding streets and pathways, allowing for smoother travel to, from, and across Highway 101 and local roads.

The near-term improvement concept focuses on adding safety features for all users. North San Pedro Road will be widened to add two through-lanes in each direction and a multi-use path. On- and off-ramps will be realigned, new traffic signals will be installed, and a class III bike lane will be added just before the Merrydale Avenue intersection.

The long-term concept expands on the near-term improvements and involves realigning the northbound offramp to connect to an intersection with signals. Roundabouts will also be installed at the North San Pedro Road/Merrydale Road and North San Pedro Road/Civic Center Drive intersections.

Public and Agency Input

Between March and April 2021, TAM surveyed residents of Marin County to collect input about the 12 selected interchanges. More than 2,750 people responded to the survey. The survey was launched to gather the public’s thoughts and priorities on improvements to the interchange. TAM has incorporated the feedback we received to ensure the project reflects community values and preferences.

In the survey, 95 people commented on N. San Pedro/Merrydale Road. Residents rated the level of importance for eight potential improvements on a 5-point scale ranging from not important to most important. The interchange report includes a summary of the survey results and comments received.

Most respondents said making it safer to walk around this interchange is the most important improvement to this interchange.

" The walking experience to the bus pad — especially walking from the Northern bus pad to Merrydale Rd — is terrible. It is dark, the street crossings are all dangerous. Merrydale is scary to bike on, despite being part of a signed bike route! Traffic flow on the on/off ramp going southbound could be improved by a roundabout. It is currently a 3 way stop. "
